Sauron, the Dark Lord of Mordor, has always wanted to control the land of Middle-Earth. The kingdoms of man - Gondor and Rohan - have been hindering his quest for power for years. So, to further his ambitions, the Dark Lord took the wizard, Saruman under his employ. He found that it was a good idea to have Saruman build him an army of ferocious fighting Uruk-hai to help him conquer the kingdom of Rohan. Unfortunately, this plan went completely awry when Sauron's entire investment was destroyed thanks to Saruman's short-sighted failure against the Ents. Now, Sauron is quite angry with his servant and he wants the money that he poured into this investment returned to him through help from a debt collection agency.
Life as an unmoving evil spirit confined to a giant tower is not a very glamorous form of existence. Sauron really doesn't have many ways of keeping himself entertained or occupied except, well, plotting the downfall of all the neighboring kingdoms of Middle-Earth. But, even for someone as powerful as him, he needs help from someone if he is to take control of the other kingdoms and rule the world. He needs allies, and more importantly, a great deal of money to make this happen.
Bringing in the great wizard Saruman as an ally seemed like a good idea at the time. Saruman could use his fortress of Isengard to create his own army and conquer one kingdom of Man while Sauron focused on another kingdom himself. Even though this would require a very large investment of money in order to build the furnaces, orc pits and foundries for Saruman to make his army, the rewards should be well worth the investment in the end. But, just to be safe, Sauron should get himself access to a reliable collection agency just in case Saruman squanders his money needlessly.
Everything was falling into place for at least a while. Thanks to all the resources that Sauron had given him, Saruman was able to have some early successes against Rohan. However, things didn't stay smooth for long when giant trees - Ents - started attacking Saruman's holdings and destroying Sauron's grand investment.
